I started writing this blog on August 20, 2022. Submitted complaints to the Ombudsman about Indra on July 24, 2022, as my complaint referred to an electoral issue, and his Office could only respond in a second instance, after a decision taken by another state department, I was referred to the Central Electoral Board. Never met the requirements, I was never able to access their “electronic office.” Reformulated my complaint and submitted it twice, at the end of January and the beginning of February of this year (2023), twice, because the PDF that I kept as acknowledgment of receipt lacked, in both, any reference number.
My blog is public. Leaving apart Professor Philip B. Stark, I sent it to the general direction of the PSOE, United WE CAN, Mr. Abel Caballero, the mayor of Vigo, I think even to the FAES Foundation. Can’t remember if to Dona Cayetana Alvarez de Toledo, whom I once tried, from afar, when was still writing in the old version of ZNetwork.org, Michael Albert has moved those entries to the redesigned version, where, unfortunately, to inmediately publish whatever you want is no longer possible (fernando_santamaria) Paul Preston’s vision of “transition” was wrong. The article is the one that appears on the first of the six pages there. There, in those files that Michael Albert transferred to the new page, ZNetwork.org, in addition to founding ZCommunications, the sits where they published EVERYTHING you needed, and redesigning that online resource, Michael has also added to the system a social network, I have recently some of my stuff there, it isn’t easy to understand how it works, Discord …, well, all my psychiatrical records appear on those transferred archives. At the ZMM during the few days I was there, attending what was supposed to be a semiinary on Dogen, Konrad Ryushin Marchaj, abbot by then of the ZMM, not a Zen teacher yet, a pediatrician and a psychiatrist, Polish, had served in the marines, don’t know how long, advised me to practice “Total nakedness.” My blog is, therefore, public and I swear that in some medium, not long ago, during a debate about Indra, someone referred to my blogs there, ZNet, and someone disdained the view, hinting to those records. So, my blogs are public.
Press insists on legitimizing LOREG and, right now, I never follow the news, done for years, it seems media also being used to spread doubts about INDRA’s being hired by the Ministry of the Interior Fernando Grande-Marlaska to manage next (general, regional, local) elections this year, 2023. It doesn’t matter much, the demonstrable chaos of the XIII and XIV Legislatures says enough about the state of democracy here.
The article signed by Ana Martin in El Debate seems to provide information that’s worth to take into account. “Ministry of Interior entrusts Indra with electoral scrutiny despite company did not present the documentation on time.” Since everything changes so quickly online, I will at the end post the pics.
The article is dated in Madrid on 12/29/2022.
(i) FIRST PARAGRAPH REMARKS THAT, INDEED, MOST PROBABLY, INDRA WILL MANAGE EVERY ELECTION (LOCAL, REGIONAL, NATIONAL) CALLED FOR THIS YEAR, 2023. (MUNICIPAL AND REGIONAL ELECTIONS ARE HELD THE SAME TIME, EXCEPT IN GALICIA AND THE BASQUE COUNTRY, WHICH USUALLY HOLD THEIRS IN ACCORD, DATE WILL BE ON THE LAST SUNDAY OF MAY, MAY 28th). NATIONAL ELECTION SANCHEZ REPEATS HE WILL CALL FOR IT IN DECEMBER. XIV LEGISLATURE WILL LAST 4 YEARS.

All along this “blog” I have been calling Indra, “Indra Solutions Information Technology.” I told a few people it had changed its name. It no longer INDRA.SYSTEMS, as I called it in my old posts. Wouldn’t like to keep editing. But, really, I can’t find any other name in Google. It can be done with a robot. On the (English) Wikipedia, updated (I write this on Sunday February 12th) 57 days ago, it appears as “Indra Sistemas S.A.” (In Spanish).
(II) THE SHAREHOLDERS OF INDRA.
The next two paragraphs are about that.
(II.I) Concerning the two main shareholders, El Debate follows, just makes small corrections of the info in the Wikipedia:
– As the main shareholder appears (in El Debate with a 25.2% of stocks, in the WK with a 24.03%) La Sociedad Estatal de Participaciones Industriales (SEPI) (State Company of Industrial Holdings). The info in the link is priceless. Reveals a devilish tangle between public and private corporations. I leave it to others.
– As the second in importance shareholder, El Debate (with 10.6% of the stocks) and the EWK (with a 9.8% of them) mention an investment fund from the United States, Fidelity Investments (that’s its name now, it seems: according to the EWK, updated 46 days ago, “Fidelity Management & Research,” as El Debate calls it, is how it was called formerly, was its “earlier name”).
(II.II) Finally, as to the third shareholder, El Debate and the EWK differ. El Debate refers to Prisa, detailing data I’m not in the mood to check. Seen that a lot, recently. The EWK, with a similar percentage (5% / 5.1%) refers to SAPA a defense company in the Basque Country. The link, on the other side, comes from “Cinco Dias,” an economic information journal related to Prisa.
WE ARE NOT INTERESTED IN THIS POINT (II), THE SHAREHOLDERS OF INDRA. OUR INTEREST IS ON WHETHER IT WILL MANAGE ELECTIONS IN 2023 OR NOT. REGARDING INDRA’S LINK WITH THE “GOVERNMENT” (WHICH “GOVERNMENT”? THE ONE ALWAYS THERE, DEFENDING THE “STATUS QUO”?) JUST TO REMEMBER THAT “INDRA SISTEMAS.S.A” MANAGED 1 – M – 2009 GALICIAN REGIONAL ELECTIONS THE FIRST ABSOLUTE WIN BY ALBERTO NUNEZ FEYJOO, FROM THE PEOPLE’S PARTY AND MANAGED FEYJOO’S FOURTH ABSOLUTE WIN ONCE MORE IN 2020.
(III) ACCORDING ANA MARTIN MARLASKA MADE A “CALL” FOR “GATHERING AND REPORTING SCRUTINY RESULTS … UNTIL 2027.”
In paragraph (4) Ana Martin, in EL Debate writes the “General Directorate for Internal Policy” under the Ministry of Interior Fernando Grande-Marlaska, in charge, paragraph (5), of Carmen Lopez Garcia, made public, announced somehow, the Ministry asked private companies help “for gathering and reporting non final results of the scrutiny data of the electoral processes and popular consultations …” adding, her words, it would be necessary to see the call, I can’t see anything scheduled in a four years term, just this current year, 2023, unless Marlaska intended to hire INDRA SISTEMAS S.A. probably, for 2027 elections, too, “that can be called for in the next four years.” A contract for almost 40 million euros (39.93), I remember having seen the figure somewhere. Neither in paragraph (4) nor in paragraph (5) Ana Martin points a date. It would be necessary to get access to this “call,” the “call of the contest” she refers to.
III. A WEIRD DOCUMENT, A FEW DATES. A PAIR OF CYNICAL ITEMS IN THE “CONTEST TERMS” (MOCKING PROFESSOR PHILIP B. STARK “RISK-LIMITING AUDITS” AND THE CHAOS I/WE MADE CLEAR IN XIII AND XIV LEGISLATURES?). MY BLOG IS EVERYWHERE. I NEVER WATCH THE NEWS.

HAD BEEN THE ONLY APPLICANT, “THE CONTRACTING BOARD” DECLARES THE “FRAMEWORK AGREEMENT” NULL. INDRA APPLIES ONCE MORE, TELEMATICALLY, ONE DAY AFTER THE “FRAMEWORK AGREEMENT” WAS CANCELED. INTERIOR ASKS FOR ADVICE THE STATE LAWYERS WHO GIVE “COOL” “SERIOUS” ADVICE. MARLASKA DEPARTMENT, ABIDING BY THEM, SYMPATHETIC ABOUT INDRA, AND FAVOURING “FREE COMPETITION” OPENS A NEW “TERM” FOR THE SUBMISSION OF NEW “OFFERS,” CONCLUDING ON NOVEMBER 8. SINCE INDRA HAS ALREADY SUBMITTED TELEMATICALLY THAT REQUEST, ANA MARTIN IN THE DEBATE CONCLUDES THAT, IN ALL PROBABILITY, INDRA SISTEMAS S.A. WILL MANAGE EVERY ELECTION HELD THIS YEAR (2023). After paragraph (5) El Debate adds this pic lacking any signature or date, but with the seal of the Ministry of the Interior, the heading “SUBSECRETARIATE” and, below, GENERAL DIRECTORATE OF INTERIOR POLICY”; in the left margin, a “verification code,” accrediting it as an authentic document, does not mean much … it’s not a pic of the announcement of Marlaska need of hiring someone to gather and report “provisional” results but of some kind of “minute” of the “contracting board” in “SUBSECRETARIATE.” It’s is this one:
From this sort of “minute,” or “record” by the “contracting board”undated, incomplete, I conclude:
(I)
a) That, at some point, maybe, there was a call.
b) That, apparently, applicants (to manage 2023 elections) were required at some point to provide a proof of having submitted the application.
c) That for some stupid reason I don’t quite understand, Indra Soluciones Tecnologia Informacion sl or INDRA SISTEMAS S.A., a company devoted to state-of-the-art technology, the most advanced in information technology, provided a receipt that was not considered valid. The text is one of those difficult, Machiavellian texts: “IN THE HEADING OF IT THE “BOARD” WAS ABLE TO VERIFY THAT THE “TERM” “ELECTRONIC FINGERPRINT” APPEARS IN THE “NAME OF IT” IN “RED COLOR” … up there is the text.
d) THAT THIS, THE PRESENTATION OF A PROOF OF HAVING SUBMITTED APPLICATION IN THAT WAY, THE TEXT LOOKS LIKE A SECOND SHEET, MUST HAVE HAPPENED ON OCTOBER 7, 2022 AT 05:32 (NOT THAT HOUR, I GUESS, BUT AT 17:32).
e) THAT THIS ERROR WAS NOT CORRECTED WITHIN THE FOLLOWING 24 HOURS, WITHOUT ANY IMPEDIMENT TO DOING SO.
f) THAT THE “BOARD” MET AGAIN ON OCTOBER 24, “DECISIONED THE PROPOSAL WITHDRAWAL,” DECLARED THE “FRAMEWORK AGREEMENT” NUL, THAT IS TO SAY THAT ONLY INDRA PRESENTED AS A CANDIDATE, AND AFTER SO MUCH EXPERIENCE, SINCE 2008, IT PROVIDED SOMETHING WRONG… ITS PROOF” OF HAVING PRESENTED, APPLIED FOR MANAGING 2023 ELECTIONS. I THINK I UNDERSTAND SOMETHING LIKE THIS.

WHAT DOES THE MINISTRY DO, AFTER DECLARING NULL THE CONTEST TO WHICH ONLY “INDRA SISTEMAS S.A) APPLIED?
a) ASK FOR ADVICE FROM THE “STATE LAWYERS (sic).
b) “STATE LAWERS” ANSWER THAT THE BEST THING IS TO “MODIFY THE ANNOUNCEMENT,” (IN WHAT TERMS, PROPOSING A MANUAL COUNT? PRIOR MODIFICATION OF LOREG 95:3, WHICH RULES DESTROYING BALLOTS?) AND “OPEN A NEW TERM FOR “SUBMISSION OF PROPOSALS””WHICH WILL HAVE TO BE PUBLISHED IN 3 PLACES: IN THE “DOUE,” THE OFFICIAL JOURNAL OF THE EUROPEAN UNION; IN THE BOE, AND IN THE “PLACE,” PUBLIC SECTOR CONTRACTS PLATFORM.

b) INDRA’S MANAGEMENT METHOD WILL CONTINUE BEING THE SAME INDRA ALREADY USED IN 1 – M – 2009 GALICIAN ELECTION, THE FIRST ABSOLUTE MAJORITY WIN OF ALBERTO NUNEZ FEYJOO, WHICH WILL RUN FOR THE NATIONAL PRESIDENCY IN 2023 AND VINCENT QUEZADA DESCRIBED WITH IRONY IN THE MAGAZINE GADGETS. Rectification of “El Debate” on March 6th 2023
June 4, 2023: INDRA attributes the technical problems on the results website of the Ministry of the Interior to “excess traffic.”
