Burroughs described his theory for running a small town: “What would you do with 15,000 people? There would be a triage, you would designate certain people to work out their destinies, and put the others in an accident pool, with so many deaths from this and so many deaths from that. You could expand that to take care of the whole planet, because there’s only one in a million that’s worth a shit. In a biological mutation, only a small fraction is going to make it, most of them will go down the drain. The human line is running out, just like the dinosaurs ran out, and we have to mutate.”
